"A leading national anti-tax advocate is slamming Gov. Sam Brownback’s proposed cigarette and liquor tax increases and warning lawmakers of harm to small business.

Grover Norquist, president of Americans for Tax Reform, said in a letter to legislators he is opposed to the Republican governor’s plan to raise cigarette taxes from $.79 to $2.29 per pack.

“The fact is, so called ‘sin taxes’ like the cigarette tax and alcohol tax disproportionately impact consumers who can afford the tax increase least. A pack-a-day smoker would end up paying an extra $547.50 in taxes a year,” Norquist wrote. “Kansans living along the Missouri border may opt to avoid the tax altogether by purchasing their tobacco products in Missouri — where the tax would be lower.
