Many cities of the USA are killing unarmed young black men on the average of one per 28 hrs. This would make me very mad and RACE is a major issue here. This is on top of less opportunities for them as a group, like that of a poor person not of color. These folks of Baltimore have come to their end of patience...and they were so irritated violent action ensued. So, I can't buy your socio-economic reasons being greater than the racial reasons.

3. Supposing you are right...

I'm not sure you can make a policy that fixes race. You can fix socio economics. I think that, perhaps, is why I'm more focused on that element than complaining about racism.
