I like what the Dutch are doing - but they didn't explain how they are getting potable water without being hooked to a dock. I would also question how efficient solar is there? I've been - its rather grey. That would definitely work in the south.
Whole thing seems rather impractical though. The cost to build vs 300,000 people seems rather high.
