to prefer paying the absolute least in salaries and wages possible regardless of any social responsibilities that corporations may in principle bear.
Thus, the question is not whether or how to make college and university free for US citizens, but instead why should US citizens be educated beyond what is necessary to attend to the necessities of consumption if foreigners educated in their respective home countries can perform the tasks that corporations require, but for much less?
