IRREGARDLESS what Target's policy is in other States/Cities, it could not DISCRIMINATE and ban transgender people in SF, as ALL BUSINESSES in SF, from using bathrooms of their choice. Since they're being a disruption, the staff and management at that Target can tell them to get off the property, and forcibly make them if they refuse to leave when asked nicely.
