Rudy takes credit for reduced crime. But reduced crime happened all across the country. The Rooster takes credit for causing the sun to rise and Rudy keeps taking credit for lower crime.

Seriously, the guy is an anachronism in the flesh and has not had a significant achievement in his life in the past 15 years.
