That is just logic and fairness.Credibility of any system must be able to be checked.

if a spoiled ballot can't be explained then you cannot have a recount? that sounds totally ass backwards. i would think that would be a perfect reason for a hand recount. sounds like the law was specifically designed to avoid recounting under exactly this scenario, which implies foreknowledge of disproportionate spoiling of votes. and how can an explanation of a spoiled ballot occur if it can't be recounted, i.e., reexamined? am i missing something?

it would be interesting to see how and when this law was passed.
