He could decide not to launch if attacked. He has the support of the "Good American" bigot which reside outside our cities. Putin could target out our cities and Trump could just fail to retaliate.

Would France launch in our defense? Would Israel? India?

President Obama can't lower America's guard. He has to set up the case for intervention so that, when the nuclear trigger is taken from Trump, it will be supported by the evidence of his incompetence and will not be able to be negated by the media's creation of a controversy.
