1. Deploying pepper spray on a restrained subject should be illegal.

Purposely causing pain or injury to someone who cannot escape or defend themselves is torture.

At the minimum, the person who does the spraying should be charged with assault when it's clear on the video that it's done to "punish" a restrained victim.

they are all like that! It's not until we nail these fuckers where ever they are that things are going to change. To me pigs need to be made so uncomfortable where ever they are (home, family, church) that they will finally clean up their act. Nothing to me is off limits, including spouses and children. To me this is a war between the population and the pigs!
