If McConnell calls for a vote and only the Republicans vote, is that legal? If it passes with their votes, they own it. It will pass anyway if the Democrats vote so they might as well stonewall.

Nothing the founding fathers envisioned, no constitutional amendments, had the foresight to imagine someone in control of the Senate (or House) who would thwart the natural process in such a viciously partisan manner. I'm old enough to remember the "loyal opposition" style of governance. The parties have always disagreed, but they didn't use to HATE one another (the Dems are still clinging a bit to the old order, sadly for them). I'd love to see LBJ brought back for a year to deal with Mitch. It could be really interesting.
