DeLay was also a pioneer of the phony "charity" scam. He would set up a charity with a noble cause, then put his family and staff as administrators of the funds, at hefty salaries, of course. He would meet with lobbyists, and then pitch his charity before getting down to "business".

Rumor has it that the third line of Mr. Mulvaney's was somehow excluded at the behest of Devin Nunes. It is rumored to read;
