it is the timing on the payments...

If he had paid for this before announcing for President... no problem. As long as appropriate taxes were paid (this would be considered either a gift or for "work performed" and in either case, there are taxes due).

But, since it was just before the election... this is an illegal campaign contribution to buy the silence of these character witnesses and to therefore influence the outcome of the election. It doesn't matter WHERE that money originated (campaign, other donor, Trump, Cohen, etc). If he directed it or had knowledge of it... he is guilty. And we have the Cohen tape that proves he approved it.
