Bush wasn't presenting his vision of brotherly love. He was pretty clear that there should be no social safety net, and that people who are disadvantaged should be able to rely on charities.

What he said is the direct modern equivalent of Charles Dickens' "Are there no prisons? Are there no workhouses?" It disgusts me that this is brought up as an example of his imagined humanitarianism.

Bush was very rich, but was very sparse in giving money to charities to help the unfortunate.
Little of his wealth came from hard work and salaries.
