The US crime of treason is considerably more restricted than England's. Most people simply focus on the "shall consist only in levying War against them" aspect ignoring the "or in adhering to their Enemies, giving them Aid and Comfort." Most likely since "adhering to their Enemies" is not exactly, precisely defined. It is possible that Trump's actions will help to define the term, but one thing is true, anyone saying that treason can only occur during war are ignoring half the statement.
