We go across the galaxy and can communicate with aliens, but not cetaceans here at home. Kind of an unanswered question.
Although I guess in a roundabout way they addressed it by saying that "humanoids" were "seeded" throughout the galaxy.
But there was communication with non-human aliens, and there is always a vulcan mind-meld.
Star Trek needs to fix this, are you listening Jean-Luc?
