Esper's involvement in this troubling affair was to placate Covid45. Acting Sec'y Modly is quoted (by Tapper) as having said "Trump wants Crozier fired," and Esper did not refute or challenge what Tapper said.

So it's clear that Covid45 played a significant, but cover-his-ass indirect role in the firing. Crozier was not merely respected by his sailors. He was clearly loved by them. Because they knew he had their back, that he would stand up for them. But he wrote a letter. Covid45: "Why would he write a letter. This isn't a literature class."

That said, I don't think anyone would have expected Sec'y Esper to do anything other than defend Modly's decision to obey Covid45. Nor should anyone doubt that, whether or not Esper laid it out for Modly directly or indirectly (need to maintain plausible deniability, after all), Modly knew damned well that Esper wanted him to do exactly what he did.
