shouldn't have its budget reduced because "we'd need much more ammunition" if they couldn't do their jobs.

Trump, being both full of shit and stupid at the same time, interpreted this to mean we're out of ammo.

Of course the genius didn't know you don't spend too much money on ammo until you need it. It can go bad, and since you can ramp up ammo production rather easily when you need the stuff, it's usually better to blow your budget on the stuff that shoots the ammo.
