All that remains, in my mind, is to figure out what advantages massive disruptions, sickness and death at this scale would bring to the GOP/Trump agenda and power grab?

It it were really about insuring a legitimate relection attempt, I feel it would have been handled much differently. It was probably obvious that his base would eventually be hit hard, but they are expendable in this chess game. For a dystopian dictator, the world looks differently and for a confidence man, you can play a pandemic like a fiddle much easier due to the chaos and confusion that it brings.
