saying that it's good that the virus is not growing in the essential workers because they use masks and practice social distancing. Growth is among those who stayed home. He's implying that they didn't really stay home? - or follow the rules ?
Sounds ominious to me. Sounds like you can be hunkered down and the virus is so insidious it will find you. More coffee lol
