4. Why have orders if you don't enforce them?

I, for one, am tired of people grousing when folks flout these orders. If the authorities won’t enforce these “orders” with actual criminal and/or civil sanctions then they are, in fact, nothing more than suggestions.

Instead of getting all pissed at the people who flout the orders, get pissed at the powers who cravenly and cowardly refuse to enforce them.
