5. I read a Twitter post saying that the lights in the WH are *always* turned off at 11pm.

I don't know if this is true, and it seems like such a busy place would never formally go full lights-out at any hour.

What would be the strategy of turning off interior lights?

Surely not "Nobody's home, out of Halloween candy move along..."
I thought maybe they were worried if protestors got on the lawn they might target lit "occupied" rooms?
However if someone were meaning to break in, it seems they'd go for a dark unoccupied room.
My best guess: Secret Service is at every window, and it's easier to see out with interior lights off.

I'd be surprised there aren't actually some kind of security/emergency/blackout shades installed for this type of thing.
Or even better, that electronic glass that turns opaque with the flick of a switch.
