They do need to keep safe, stop, and try to ascertain what's going on before they start unloading their service revolvers into people who are just going about their business. He's right about screaming cops and people not processing what the words are. I've seen that one happen a few times.
Not so sure about the guy passing out food in the park. It seeems the cop exercised good judgment even in the absence of a weapon in the guy's waistband. More cops need to do this.
I knew a small town cop years ago who'd pick up the local winos and just take them home to sleep it off, said he couldn't see putting them into cells and costing the county money. There really needs to be more sensible things like this.
