They are the ones who need to pay up when an officer kills an innocent citizen. Not the city.

Officers (Like doctors) must be required to carry a version of malpractice insurance.

When they assault, abuse or kill, their insurance premiums sill go up or their insurance can be cancelled and they will be unable to join a police force.

This is addition to strong citizen oversight, regulation changes to prevent excessive use of force and a comprehensive demilitarisation program.

Military personnel who are finished with their tours of duty should be banned from police roles until a predetermined "cooling-off" period if completed. This should include PTSD assessments, etc. This should definitely apply to personnel who have been in combat, live fire, etc.

Just my opinion.
