1. The scientific community would speak out against an untested/unconfirmed vaccine
2. Most of the media would cover the outrage from the scientific community, and would warn viewers
3. The rest of the world would not be rushing to implement an untested/unconfirmed vaccine
4. The CEOs/shareholders of the companies who would mass produce this October Surprise vaccine may not want to risk the liability
So, yes, Trump is desperate enough to try such a scheme, but its likely to be too little, too late. (Besides, arent most of his base anti-vaxxers anyway?)
