The only way this will stop is if there's a national, federal mask mandate. Each state must enforce its' regional phase-ins of their particular reopening stage. No businesses are allowed to allow entry to any unmasked people, and mandated to call police. Yes, the mask police.

Enforcement of a mask mandate must require that offenders not be warned, but immediately taken to a CCTV detention center, and for a full day, made to watch live footage of

-- hospital workers on the suffering in hospitals, and
-- the bodies removed,
-- the storage facilities for the bodies,
-- the burials or cremations,
-- the grieving families,
-- the partying doofuses and
-- outraged karens

all on a constant loop, with only meal and bathroom breaks.

Hand them masks, photograph them with the masks, collect their personal information, have them monitored. If they're photographed without a mask in a dense or public space, back to the TV for one day, live visit to the hospital area for one day. If they fail to show, arrest records.

The economy can't be normal when people refuse to believe that their individual actions affect the health of everyone around them.

No country should be held hostage by the willfully stupid.
