7. WRT prisoners and email,

there are several carriers (one is JPay) who will let family and friends email through them - the prison prints it out for the inmate. There have been and still are some experiments with issuing tablets to inmates (with limited capability) which they can use to send email. I know of at least one prison which tried it and discontinued it. Not ever prison has it. I don' know what the Feds are using. But access to email does NOT necessarily mean access to the internet.
