Yes. This happened in my town a few years ago, and it was a contract driver.

USPS routinely uses subcontractors for that purpose. I see them pulling into the mail dock at the main post office in my city all of the time.

This should be easy to track down, as mail is barcoded during processing. This leaves a trail of where it was that can be traced.

No one of either party is saying what will be done if that happens.

There was a story several days ago about mail dropped in a parking lot. If that's the only one that's occurred, then I wouldn't be fretting too much. But if there are daily occurrences of dumped mail, someone needs to be held accountable.
