He's talking law. He's saying they can't walk up to anyone and provoke them and be legally in the right. Yeah, he hates the courts, etc., but he's not technically inciting them to do anything illegal.

These people think he's endorsing their making citizen's arrests. He's not.

Yeah, he's ignorant about antifa and pandering to their ignorance, but if he's coaching about murder, I don't hear it.

These kooky Fox cult followers have got it in their heads that people are going to drive 400 - 600 miles out into the middle on nowhere to attack them in the living rooms, something they call Antifa, whatever the fuck that is!!!

They do talk about stopping people, in their delusional paranoia, even someone walking along side the road with a gas can. And the sheriff rightfully points out, if his car ran out of gas and that was him and you pulled a gun on him, he'd shoot you. So be aware, if you point a muzzle at someone, be prepared for them to respond in kind.

Other than that, he's just offering encouragement that reinforces the propaganda they're being fed from some media source, probably Fox Entertainment.
