Some of the people affected said "I simply don't care" or similar things. It is as if they have lost the will to try to change their way of looking at what is happening to make things better. Chucky, who is trying to do something has the saddest look in his eyes, yet he hasn't given up. He needs more help to turn things around. They are hoping things are going to get better by doing the same things time after time, which is the definition of failure.

My humble opinion is:
This community could use a community organizer who is a person whose job is to coordinate cooperative efforts and campaigning carried out by local residents to promote the interests of their community.
