He'd be plain stupid to say they aren't open to ideas.

Troop all 10 Republicans and Joe Manchin up to the Oval Office and tell them no to their faces. Problem solved.

So why is it a good idea to send checks to people that make 78K? His answer was "we aren't dealing with that, look at the whole package and the overall good it's trying to do". To me, that sounds like no negotiation is going to happen with republicans.
