It was almost certainly McConnell who saw to his wife being investigated. The questionable actions were mentioned in the media years ago. If Mitch had any sense, he would therefore make sure that investigation - and a dismissal of possible charges - occurred under the GOP administration.
The fact that this happened after Trump lost the election, but before the transition makes it pretty plain that on behalf of McConnell, the GOP were trying to put a lid on it. Saying it had been investigated and that there was nothing to prosecute for.
