The Pentagon only has jurisdiction over the armed forces of the United States. She has declared Guam to be a foreign nation.

She need to address her grievances to either the Embassy of Guam in Washington or the Guam mission to the United Nations in New York--if she can find either of them. Or else she has to admit she was an idiot for declaring Guam to be a foreign country. I can't wait to hear which option she chooses.
