during which time it will be modified so that it returns to what it was meant to be, a way for a minority party to mount a last ditch, extremely painful delay on passing a bill the majority party wants. It has to be painful enough that it is used very seldom. Just making the statement to derail any and all (in the past 2 years0 legislation cannot stand.

Let the bastards get used to a period of time without it, maybe they'll be more reasonable about modifying it and returning it to its original intent.

We can't afford MdConnell's take on it.
