Very simple. a)Its a public service, b)its high volume and charges are made per parcel, c)Therefore, privatizing it would allow a very small number of already wealthy people to profit in the hundreds of millions of dollar range.
That's it. Politicians and connected, wealthy friends sharing hundreds of millions of dollars.
