They view people who are not carrying as making the conscious decision to venture forth without a gun, so if shit were to happen, they are responsible for their own fates.

They don't want to act because they fear lawsuits or imprisonment if they do something wrong.

They don't want to be confused with the bad guy. (This is actually one of the lesser reasons.)
