in the same way Sarah Palin did, a steady stream of nonsensical verbiage with the occasional buzzword thrown in to get applause from the crowd, who hear the buzzword and think they have a handle on the rest of the speech.

It's nonsense, word salad and flight of ideas and it's pathological.

IOW, this guy just aint right.
