Fox hasn't filed any suits I'm aware of to limit public participation in debate.

The headline implies a suit was filed against fox. Nobody seems to have located it.

SLAPP, or "strategic lawsuit against public participation", is invoked when a party sues another (in a state such as CA where they have slapp statutes) in order to "censor through suit" their right to speech.

In order to qualify, fox would have to be suing someone. They are not. Someone is suing them.

A good example is devin nunes, who has been very careful to not sue anyone in CA, like his cow, to shut them up. That is a good example of what slapp is intended to protect against. Nunes is attempting to sue people, not for damages which he could never get, but rather to cost them an untold amount in legal expenses, and thus shut them and others up.

Fox isn't suing anyone that I am aware of to silence them. That is what slapp is about.

9. I vaguely remember Oprah Winfrey getting hit with a SLAPP suit

when she did a show disparaging red meat. The beef producers sued, so there is a precedent for this stuff. She won but it cost her, which is the purpose of that sort of lawsuit.

And of course you've got it backwards. Pox would be getting sued. Pfizer, Moderna, J&J, and other vaccine manufacturers would sue them.

It's about time wretchedly bad Republican laws got used against them.
