ALL mail in ballots must be signed and the signature must match the one on file at the Registrar's Office. So any attempt by anyone to fill out these ballots and send them in is doomed to failure. The only negative outcome would be that these 300 people may be deprived of their right to vote, though I'm sure election officials are contacting them now and mailing new ballots.
