But "independent" from the Justices themselves, of course, and since the SC is not just one person.

Maybe it's a flagrant flaw. Just sayin...

It's a federal agency like the DoT, the IRS, and many others, all created by acts of Congress, but intended to facilitate the execution by of laws created by the legislative branch. The Supreme Court, under Article III, has the power only to decide cases but not to create or enforce laws.
