told them that the virus would impact and hurt Democratic population centers hardest. While these centers were impacted hardest early on, the reality is that the virus was just as at home in rural (Republican) areas as in urban centers. Only when the reality became apparent, did the WH get serious about a vaccine development.

On edit: I highly doubt that is any smoking gun - documents or recordings - that would prove this. I suspect this kind of conversation would only be discussed in private w/o any kind of recording. The lack of reaction, early on, seems to support that. Remember, though, when Trump was telling Woodard how bad the virus was, he was telling the American people a whole nother story in public.
