There's also the fact that it is an on-going investigation, and while they are willing to reveal some of the evidence, they don't want to reveal targets of the probe just yet. I guess that may fall into the "shot across the bow" scenarion, but there are legal ramifications to releasing names early.

2. Maybe names were held back so certain people can sweat

I love the idea of some Congress person that helped to plan the insurrection knowing their texts are out there. Plus, it adds a little suspense to things and gets the interest going.

Too often we know what they have done, but can't prove it. This time things are different and they know it. Let 'em stew in their juices for awhile.
