It's so obvious, I wonder if Jake really can't see it, or he just can't say it.

Trump dangles pardons so individuals in the crosshairs of the investigators will remain silent. He's trying to reassure them so they won't "rat" on him. Duh! He's afraid of what they're saying about him behind closed doors to investigators. He's afraid of criminal exposure. He's not saying this to "win votes". Duh, again.
