NATO has rejected Ukraine specifically because of their high likelihood of invasion by Russia.
Lithuania didn't want the Russian exclave of Kalingrad when the Soviet Union disintegrated because they feared Russia would eventually want it and invade anyway to get a port on the Baltic Sea.
