They're a 'hit back' government, and they tend not to care what the Russian people say. But this time they might. This time, remembering Chernobyl, somebody near him would likely try to stop him from killing them all.

This war takes money, which Putin's running out of. He probably being forced to rethink his legacy, which he can't really have unless he's convinced Ukraine that he's "saved" them. But they resist. So his legacy is shot.
