They thought the president was unhinged enough to put the country in danger, that he was an actual threat to democracy, and they did nothing. Not only didn't they not make a move to invoke the 25th, they made no public statements, made no effort to sound the alarm.
Self-serving cowards, third rate intellects, spineless toadies...
