2. Is this an escalation of Iran's weapons development? Going to solid fuel boosters means that

the missiles don't have to be fueled immediately prior to firing (the liquid fuel doesn't have to be handled, thus ensuring a more stable rocket more ready to be used than a liquid fueled booster, IMHO). I've always heard that fueling liquid fueled rockets to be prep'ed for firing was a very dangerous process, dangers of leaks, danger in setting off the rocket during the volatile fueling process, and when boosters are solid state (vs. liquid), they are more immediately available for use unfortunately.
