When would the Seattle police department get involved in enforcing other states laws on any subject at all?
Does the Las Vegas PD get calls from other states saying gambling is illegal here and we heard one of our citizens is in your city ??

If you actually do look up the word, you'll find that states don't have any discretion in the matter (Puerto Rico v. Branstad - a unanimous 35 year old SCOTUS decision).
But it doesn't matter - because the first state also has no power to declare some activity in the second state to be a crime. So there's no way for the first state to ask for extradition.
