These doctrines are a feature of corporate capture of government, destroying all that good agencies have done for Americans' well being and the American economy.
The Scheme lingo of "administrative state" is nothing less than "special interest mischief."
Moreover "Advisory Opinion" is forbidden under the Constitution.
Precedence demolition is what this captured court now engages in.

SCOTUS is the court that big fossil fuel dark money built.
From the Court, in Mistretta: "In our increasingly complex society, replete with ever changing and more technical problems, Congress simply cannot do its job absent an ability to delegate power under broad general directives." That statement is now the Court's favored legal precedent to justify our government's deconstruction.

Yet UN-ironically, the U.S. Military is also the biggest consumer of fossil fuel. I don't want to conspiracy theorize. I just want to say it's possible that within the military there is some inertia in supporting civilian energy politics and spending. There might be some connection between Big Fossil Dark Money and the military, and there might be a clean energy/anti-Big Fossil faction in the military.
It's reminds me of how some Big Corps donors donate to both parties.
Big Fossil contracts with the military are Big Profit, and there is ZERO return on investment to Americans when we fund the U.S. Military. The U.S. Military will likely be the last sector to give up fossil fuel, and Big Fossil probably doesn't ever want to let go of the U.S. Military.
We civilians who presume civilian rule over the military have to come up with fast and permanent solutions that break the military-industrial fossil bond. Because we civilians pay hundreds of billions of dollars to the military every year.
Break that bond, as commander-in-chief in a second term, and Biden can ALSO break Big Fossil's hold on the RW oligarchs, and their 2.5 Branches of bagmen who are bleeding democracy dry.
