The graffiti says: “Have you been fucked by this (upward pointing arrow) gov says tough shit.” The upward pointing arrow refers to the Washington Monument, which is being used as a phallic symbol and also a symbol of DC and the federal government. “Government says ‘tough shit’”. A guy was arrested.
