1) Putin places an iron-grip on Russia and the people. Rewards for following Putin, Punishments to the families where men escaped the country, no foreign travel, house inspections, etc.

2) NATO and other countries close off their borders to Russia and a new Cold War begins. The families are stuck in Russia, whilst the men have escaped. Wonder how the families will feel about being left behind

2. Good point, this has to be devastating for the families.

And part of Putin's plan since most men will hesitate to leave their families under these circumstances. But if it's a choice between losing a son/husband to cannon fodder and knowing that they're safe, that's not much of a choice.
